Drug & Alcohol Testing Needs in the Shipping Community

International concern arising from various outstanding sea disasters : including the Valdez Alaska accident and the airplane crash on the aircraft carrier the USS Nimitz in 1981, resulting in sea pollution and loss of life, forced a series of actions to be taken by national–international organizations and governments to reduce the incidence of sea accidents.

Concern in the shipping community!

There was also concern in the international shipping community. The prestige and the image of shipping was at stake for onboard substance abuse resulting in accidents and sea pollution. Drastic action was necessary and the decision was to implement a drug/alcohol policy. The organizations concerned with promoting the safety and health of mariners provided relevant information /regulations for implementing drug/alcohol policies.

The Mariner

Maritime diligence and safety became a top priority with emphasis
placed on the "human element". The mariner was therefore called upon, not only to protect himself, but also his livelihood, the ship. According to IMO, over 80% of marine accidents are caused by human error.

Pre-employment Testing

Pre–employment Drug & Alcohol Testing has become an important segment in many shipping companies hiring policy since it prevents seafarers who abuse drugs from joining the company.

Un-announced testing

Un–announced testing is a process whereby urine samples are collected in a manner that the employees cannot predict the timing.

Random Testing
 

Instead of testing the entire crew, a randomly selected subgroup is tested, enabling a more frequent and lower cost test plan.

Post-Accident
 

This is a regulatory requirement, by the US Coast Guard, (SMI) Serious Marine Incident.

Reasonable Suspicion

Reasonable suspicion testing, or sometimes referred to as "due cause" testing, is conducted when there are observable signs and symptoms to suspect drug use or a drug policy violation.

Periodic
 

Periodic testing is usually scheduled in advance and combined with checkups and uniformly administered to all the employees.

Return to Duty
 

Return–to–duty is a post–treatment test to ex–positive individuals, or to ones absent for long period.
