The founder and MD
Jim Stamatopoulos is a retired chemist, educated in the United States BS in chemistry and business administration, with an extensive 40 year experience in the petroleum industry in the US and Greece.
The various positions held – chief chemist of the Esso Pappas refinery in Thessaloniki, marketing operations/sales and technical advisor on fuels and lubricants to the shipping industry. In 1991 he formed a company, MFC–Marine Fuel Consultants, agents of Det Norske Veritas Petroleum Services (Norwegian Classification Society) and acting for their account as an area manager, marketed up to 2008 a fuel quality management program for the shipping industry. In 1993 he formed the "ELSSI" company, a Drug & Alcohol Testing organization offering analytical testing solutions to the shipping community internationally. He has written and published several books on fuels and lubricants for shipping. Additionally, he has written in Greek and English many articles on Drug & Alcohol Testing to promote workplace safety. Currently, he is a director of ELSSI. He was a member of the American Chemical Society and currently a member of the Propeller Club Greek branch.
Operations Director
Steve Stamatopoulos holds a Bachelor degree in Computer Information Systems from the Deere College of Athens.
Steve has worked for MFC–Marine Fuel Consultants (Agents of Det Norske Veritas Petroleum Services for Greece & Cyprus) from 1991 to 1993. Since the formation of ELSSI in 1993, his position is Operations Director of ELSSI Ltd.
Collection Manager
Panagiotis Stamatopoulos holds a degree as a Radiologist technician and also has a Bachelor in Business Administration from the University of Hertfordshire. He has worked for ELSSI Ltd since 1999 and from 2006 onwards is the Collection Manager of ELSSI.
Commercial Advisor
Bill Stamatopoulos holds a Bachelor in Business Administration from the Deree College of Athens and an MBA with specialization in Total Quality Management from the University of Leicester.
He has worked for Det Norske Veritas (Norwegian Classification Society) since 1991 and from 2010 is the Regional Manager of Det Norske Veritas Petroleum Services for Europe. In 2004 he was appointed by the Hellenic Organization for Standardization, Committee 66 (Petroleum products). Over the past 10 years he has been giving various lectures and talks on environmental, technical and commercial issues to the shipping industry. Bill is the family’s commercial advisor.

"ELSSI" ( Euro Laboratory Services to the Shipping Industry)
is a family owned business formed in 1993 in Port Piraeus by its management, whose objective at that time through another of its companies MFC – Marine Fuel Consultants was the marketing of a major world player (a Norwegian classification society) fuel management testing services to the international shipping industry.
At that time there was a demand for an on board ship Drug & Alcohol Testing service by very large shipping interests, concerned with ships safety associated with Drug & Alcohol abuse and to conform to international legislation for implementing Drug & Alcohol policies.
Although, we were experts on fuel quality control, logistics the collecting of fuel samples, packaging and transporting to labs for testing, we lacked the necessary expertise for drug testing. The USA was implementing Drug & Alcohol policies and the Coast Guard had the necessary information on lab certification, methods of analysis, etc.
ELSSI provided the necessary analytical solutions for drug testing ,needed by the shipping community.
Its program was set up in accordance with the exceptionally strict standards of the US (SAMHSA ) - Substance Abuse and Mental Health Services Administration. It provides high standard Drug & Alcohol Testing solutions and fulfills the requirements of an independent international service which is credible both to the ship owners and the national & international authorities and of course the US Coast Guard.
